Issue template is out of date

### Issue
The ISSUE_TEMPLATE.md file currently in use is based on an older version of the template from GitHub docs. The new workflow allows separate templates to be configured for bug reports, enhancement requests, and other issues such as documentation. Creating different templates will encourage users to include only relevant information and help contributors triage issues efficiently.
