enh: Javascript should not be required by main index page

The main index page uncondtionally requires Javascript.
However there is a static version of the site which could be linked instead:

/api/static.lua

this provides a list of domains for those that have 'new' mails.

Start at the main index page and inspect how it unconditionally requires JavaScript. Compare that flow with /api/static.lua, which provides domains containing new mail; done means the index page can link to the static version without requiring JavaScript.
