### Is your feature request related to a problem? Please describe.

Ideally, a PMC member of Apache Polaris Community should be the owner of the account that registers the project and have the ability to add other PMC members/committers as project admin (permission to upload new version/yank version) as needed. But there’s no strict rule on this.

Project admin/owner could later upload their api key to github secret if we would like to automate the PyPi upload process
