Docker quickstart won't start

### Describe the bug

I was following along these docs https://polaris.apache.org/in-dev/unreleased/getting-started/quickstart/#running-polaris-with-docker to try and run polaris locally with docker, but the docker compose fails to start

The setup fails, so I look at the logs for the setup container and

it's missing jq. Is there another image the setup container should be using that does include jq?

### To Reproduce

1. Kill all your polaris containers with either `docker compose down` or manually
2. Remove all polaris containers to start fresh: `docker rm polaris-spark-sql-1 polaris-trino-1 polaris-polaris-setup-1 polaris-polaris-1 polaris-polaris-bootstrap-1 polaris-postgres-1`
3. Rerun the docker compose: docker compose -p polaris -f getting-started/assets/postgres/docker-compose-postgres.yml -f getting-started/jdbc/docker-compose-bootstrap-db.yml -f getting-started/jdbc/docker-compose.yml up -d

System fails to start.

All containers should successfully launch.

Start with getting-started/assets/postgres/docker-compose-postgres.yml, getting-started/jdbc/docker-compose-bootstrap-db.yml, and getting-started/jdbc/docker-compose.yml, focusing on the polaris-setup service and its image. Run the documented docker compose command and inspect the setup container logs, including the Alpine package-fetch failure.
