renovate-bot noise

### Is your feature request related to a problem? Please describe.

In #839 it was initially proposed to set renovate-bot to only open PRs on some schedule (e.g. weekly), but we eventually decided to only add a label.

As of the time of writing, renovate-bot has 10 open PRs out of 48 PRs against main.

We should probably determine _how much noise is too much noise_ from renovate-bot and configure it to not exceed that threshold. For my part I still think restricting it to filing PRs once a week or so would be sufficient.

In Apache Iceberg dependabot runs weekly and also has a limit on the number of open PRs. By comparison we have much less capacity to review dependency PRs.
