Console: Use API spec from Polaris (instead of copy)

Currently, Polaris Console use a local copy of the spec: `console/spec/bundled-polaris-catalog-service.yaml`.

Instead of copy, to keep it up to date, we should copy the spec from the Polaris repo (https://github.com/apache/polaris/tree/main/spec).

Start with console/spec/bundled-polaris-catalog-service.yaml and inspect how the Console consumes it. Compare that local copy with the spec directory in the Apache Polaris repository, then determine how the Console should obtain the upstream spec instead. Done means the Console uses the Polaris repository's spec rather than a manually maintained copy.
