Reverse the stateless and stateful controller tests

Stateless test should represent that the cluster doesn't change the state of the cluster, so it can use a shared cluster setup. Currently we use `stateless` test group for tests that require standalone cluster setup, which is very confusing.

Also, we should annotate the stateless (shared cluster setup) tests instead of the stateful ones because without annotation it should work the same way as regular tests.
