Publish snapshots for pinot-java-client to maven snapshots repo

I was unable to find snapshots for the pinot-java-client module in maven central snapshots repository. For now, I have been building the project locally for testing my changes to pinot-java-client in a downstream project but it would be nice if regular snapshots and releases could be published (possibly in a semi-automated way) by the Pinot team.

Start with the pinot-java-client module and inspect how the project currently handles releases and artifact publication. Check the Maven Central snapshots repository expectations and how downstream projects consume the client. Done means regular snapshot and release artifacts are published through a documented, maintainable process.
