Controller UI, Minion Tasks incorrect elapsed time column calculation

Elapsed time column of minion tasks table incorrectly uses the local timezone to calculate the elapsed time.

For example a task started on new york machine now, shows a 13 hour elapsed time when using the ui on a Hong Kong machine (13 hours time diff v new york).
