Add inliner developer documentation

Now that the inliner has been merged into Pekko 1.1.x, we should add developer specific documentation on how the inliner works as well as standards/procedures on how to use it (i.e. if you want to `@inline` something then also add a scala-3 variant of the `inline` keyword).
