Report nightly failures on one of the mailing lists

Github doesn't seem to provide fine grained control over when you get notifications over regularly scheduled action runs. (You seem to get if your commit is the one that is tested but apart from that unclear for me.)

So, we should send nightly build failures to one of our mailing lists (e.g. notifications). Otherwise, we might miss when they start failing again.
