Project download page does not conform to Apache requirements

Our last two release announcements were rejected on the following grounds:

> Note that the ASF releases open source, so the download page must include that.

Start with the project download page at parquet.apache.org/downloads/ and compare it with the Apache release-distribution download-links requirements cited in the issue. Update the page to include the required KEYS, signature, hash, and open-source release links, then verify that the page is current and conforms to those requirements.
