Check Makefile in Travis build

We recently figured out that the Makefile was broken and it would be best to check it during the travis tests. I have a fix locally that I'll rebase and push once [PR #72](https://github.com/apache/parquet-format/pull/72) has been merged.

Start with the repository's Makefile and Travis configuration to see how the build currently runs. Review the local fix described in the issue and PR #72's status; done means Travis checks the Makefile and fails when it is broken.
