[Ecosystem] Support Apache Pulsar in External Log System

### Motivation

Changelog of Paimon can also be stored into or consumed from an external log system. Now we support Kafka as external log system.

In our application scenario, we mainly rely on Pulsar to support real-time computing and storage. Do we have plans to support Pulsar as an external log system？

### Solution

Hope to support Pulsar as an external log system.

If we have such a plan but haven't implemented it yet, I'm happy to contribute this part of the feature.
