[Feature] paimon-0.7.0,Tag creation failure

### Motivation

Set the following parameters when creating a table: tag.creation-period'='daily', 'tag.creation-delay' =' 0 m', 'metastore.tag-to-partition' =' day', 'metastore.partitioned-table' = 'true', but cannot be used in flink,spark, Adding a tag using create_tag in paimon-Flink-action-0.0.0-incubating.jar cannot be successful every time. Some incubators report that tags exist, and hive displays incomplete tags.

Start at the create_tag entry point in paimon-Flink-action-0.0.0-incubating.jar and reproduce the reported configuration with Flink and Spark. Compare the tags reported by Paimon with those displayed by Hive, including cases where tag creation does not succeed or the tag list is incomplete.
