[Docs] Add a Chinese Version Documentation for Paimon

Support Chinese developers with native documentation.

2. Revise docs/config.toml
3. Translate the English docs

Start with docs/config.toml and the existing English documentation. Review how the documentation is organized and how language versions are configured before determining the translation scope. Done means a Chinese documentation version is configured and the English docs identified in scope have been translated.
