[CI] Support ci trigger automatically

### Motivation

Currently, except for pr submitted by maintainer, code submitted by other contributors does not automatically trigger ci. It requires maintainer to trigger again after code submission modification. Therefore, it is necessary to implement ci triggering automatically.
