[Feature] Validate schema for dynamic bucket feature

### Motivation

Now we can only get the conflict configurations for dynamic bucket feature when submitting apps, like there must be no log system, and bucket-key is not allowed. Validate schema for dynamic bucket feature, thus we can get the conflict configuration at ddl stage.
