[Feature] golang API Support

### Motivation

Using filebeat to collect logs is a mainstream business scenario.We are currently sending logs to Kafka through filebeat, Then use Flink to consume Kafka and write it to Paymon, This handling method is not good.
Afterwards, we want to send it directly to Paimon through filebeat.In the future, we will gradually replace kafka.

Many log collection scenarios have the same requirements

The issue requests a Go API so Filebeat can send logs directly to Paimon instead of through Kafka and Flink. No files, tests, entry points, API shape, or acceptance criteria are named; first clarify the integration boundary and required ingestion behavior, then identify the relevant Paimon interfaces and define tests for a complete direct-ingestion path.
