[Feature] Introduce CLI to simplify the usage of feature

### Motivation

At present, the features like CDC ingestion require users to use via `flink run` shell command, which isn't user-friendly from user perspective.

### Solution

We could introduce the CLI of Paimon to simplify the usage of feature that improve user experience.
