consider split up of NOTICE in binary artifact

* The NOTICE is long and hard to navigate.
* It would probably be easier if the NOTICE had the basic Apache copyright and mentioned that a notices folder exists
* the notices folder would contain many separate notice files
* in some cases, where we have multiple 3rd jars that have the same notice then we can just have 1 notice file that mentions all the jars that share the notice (all the poi jars for instance)
