How to address the problem？[because it is overloaded or down for maintenance]

Description
In my K8s cluster, we use helm deploy owdev, but it overloaded or down:
we only use 1000 thread to test action concurrency power, and we set OpenWhisk system profile max concurrency is 1000,etc.
but this system can not work.
could you give me some suggestion?
