Description
Currently, CI tests are intermittently failing.
So even a commit which passed all CI tests causes test failures when it is merged into the master branch.
We can easily figure out this by looking at the commit history.
This makes it harder to continuously integrate new changes.
We need to run tests multiple times.
So we have to fix this heisenbug.
