Support for s390x

## Environment details:

* local deployment, vagrant, native ubuntu, Mac OS, Bluemix, ...
* version of docker, vagrant, ubuntu, ...

## Steps to reproduce the issue:

1. Have a cluster that has both x86 and s390

## Provide the expected results and outputs:
The install should continue

## Provide the actual results and outputs:
If init packages happened to land on s390s. Install failed.

Can we target the init* packages used during openwhisk installation to specific nodes
