Update how rules are listed based when using wsk list or namespace get

Extension of #2474 . Looks like when work was complete on 2474, we did not notice that the more generic list commands, in particular `wsk list` and `wsk namespace get`won't have the status of the rule printed. Thanks to @underwoodb-sd-ibm for noticing this.
