Support triggers and rules under package?

Packages are a convenient mechanism to group related openwhisk resources into "services".

According to the documentation, packages can only currently contain actions and feeds.

Would it be possible to extend this to include triggers and rules?

Start with the package documentation referenced in the issue and trace the existing package support for actions and feeds to its resource/API entry point. Define the expected package behavior for triggers and rules, then add coverage showing those resources are handled consistently with the existing package semantics.
