Change Tag release to use Apache Bot id/account

It would be good if our tagged releases were not always indicating Carlos Santana produced them. Now that we have an approved bot ID/Account for the release repo, can we instead use that one (provide it a github access)? It is a dummy ID at apache, but perhaps we can work with INFRA to get an email address for it as well as an identifier for external services?

Start by locating the workflow or release-repository configuration that creates tagged releases and review how the approved Apache bot ID/account is granted GitHub access. Coordinate with INFRA on the bot email address and external-service identifier; done means new tags identify the approved bot rather than Carlos Santana.
