Support .conf files in scancode

Many of the configuration files found in project repos. such as API gateway and main OpenWhisk have .conf files that are non-trivial and contain IP. Therefore, we need to include ASF headers in these files and enforce this inclusion in our code scans.

Start by locating the scancode integration or scan entry point responsible for file-type handling and ASF-header checks. Confirm how existing configuration files are recognized, then define completion as .conf files being scanned and missing ASF headers being reported or rejected.
