The 99 Rust crate names are unchanged since the [successful authenticated bootstrap audit](https://github.com/apache/opendal/actions/runs/33420035720).

ASF candidate sources: https://dist.apache.org/repos/dist/dev/opendal/0.59.1-rc.1/ (SVN revision 87279). All 12 archives and 24 signature/checksum files are present remotely. Signatures, SHA512 checksums, LICENSE/NOTICE files, packaged changelog content, and symlink completeness passed verification. `cargo check --locked -p opendal-core` passed from the extracted core source archive. Release-scope package builds and pre-vote link checks have completed.

Maven staging [orgapacheopendal-1089](https://repository.apache.org/content/repositories/orgapacheopendal-1089/) was closed by the Java release workflow and is publicly accessible. Python wheel builds and TestPyPI publication have completed successfully.

Vote opened: https://github.com/apache/opendal/discussions/8229 at 2026-09-05T09:27:47Z. The vote remains open for at least 72 hours and until binding vote requirements are met. Dart is outside the 12-package source release list; its cross-compilation failure is disclosed in the vote.

ASF sources were promoted at SVN revision 87361; all 36 files are present under https://dist.apache.org/repos/dist/release/opendal/0.59.1/. Package publication is running; Maven promotion and announcements are pending.
