new feature: runnable cookbook docs(py binding) with ci covered

### Feature Description

We have some space to improve on OpenDAL py binding examples.

One of feasible approaches is to create reasonable sized examples in cookbook style via jupyter notebook, due to its runnable nature, we could wire them to ci to ensure they are always valid :)
