Create a Bibtex citation page

We need to create a similar page for NuttX

No repository file, documentation entry point, or test is named in the issue. Start by locating the existing documentation site structure and its citation-related conventions; the work is done when NuttX has a publicly linked citation page containing BibTeX entries for the listed academic projects.
