Add Lao (lo) language support for Apache NetBeans

Hi NetBeans Team,

I would like to request and contribute to the addition of Lao (lo) language support for Apache NetBeans. Currently, there is no Lao localization available.

I am an active open-source contributor (previously contributed to Godot Engine, Debian, and various other projects) and I'm ready to translate the .properties files for the NetBeans IDE.

I have two questions:

1.Since account creation on translate.apache.org is currently prohibited, how can I obtain the latest translation templates?
2.Should I submit the translated files via a GitHub Pull Request or is there a preferred internal process for localization?

I want to help Laotian students and developers access this great IDE in our native language.
