netbeans 29-30 Services - Payara Server 7.2026.5/6 Server Applications

### What happened

The Applications No longer show so Un deploy can only be done throuh admin console. Resources still apear correctly. Hot swap also has problems with Payara locking deployed files and required server to be stopped inorder to have clean-rebuild work properly. I tryed many combos of adjustments for mavern but not found a workaround for this.

Reproduce this in Apache NetBeans 30 using a CDI/Jakarta 11 project with a standard WAR, a server-dependent JAR, and Payara Server 7.2026.5/6 on JDK 21. Start with the Services view and the deployment or hot-swap entry points mentioned in the report. Done means applications appear for deployment management, undeploy works there, and clean-rebuild or hot-swap does not require stopping Payara.
