Description

### Apache NetBeans version

Apache NetBeans 29

### What happened

I installed NB 29 on Windows 11. It's running on JDK25. When it first launched, it copied most of my settings, but did not copy my connection to my local Bugzilla server. When I open the Task window and click on the Add Repository, nothing happens.

### Language / Project Type / NetBeans Component

_No response_

### How to reproduce

1. Have working Bugzilla connection on NB 28
2. Download netbeans-29-bin.zip.
3. Decompress zip to local hard drive.
4. navigate to \bin in Windows explores.
5. click on netbeans64 icon
6. on initial launch, netbeans migrates settings from netbeans 28, omitting Bugzilla repository
7. open tasks window.
8. click add repository icon. no result. (on nb28, clicking the corresponding icon opens an input window

Research direction

Start by reproducing the migration from NetBeans 28 to 29 on Windows 11 with the Task window and Add Repository action, then compare the behavior with NetBeans 28. Trace the settings migration and the Add Repository entry point; done means the Bugzilla connection is migrated or the Add Repository action opens its input window.
