Code folding settings not working

### What happened

The code folding preview option is not working as expected.
Even if Content Preview is unchecked, code folding still opening preview.

There is other bug that editor insists on unfold my code automatically, while still folded and i just moved the mouse around editor.

Uncheck Content preview.
After fold the code in editor, code can be previewed.

The Netbenas IDE was installed from archlinux repository, in it'28.1 version

Start by reproducing the issue in the NetBeans editor with Content Preview unchecked and a folded code block. Check both whether the folding preview still appears and whether moving the mouse unfolds code; done means the disabled preview stays hidden and folded code remains folded.
