Javadoc cannot be assigned by Platform Manager

### What happened

Add Japanese Javadoc zip file downloaded from Oracle into Javadoc Tab of Java platform manager, but Javadoc window shows not translated text if source files are existed.
This behave seems like priority issue to me, but I can't find any way to resolve this issue.

Start in the Java Platform Manager's Javadoc tab and reproduce the behavior with the Japanese Javadoc ZIP and existing source files. Determine why the translated Javadoc is not shown when source files are present, then verify the expected translated documentation is displayed after the fix.
