### Description
I can't find a way to lock the toolbars to prevent accidental rearrangement. Is anyone aware of where this is or does it need to be implemented?
### Use case/motivation
Add a checkbox to enable/disable toolbar locking to help prevent accidental mis-clicking from undoing layouts, saving time from having to fix the interface.
