Mill, and/or Scala with Build Server Protocol support

### Description

The mill build tool is quiet nice and much faster than both gradle and maven. It would be amazing to see both scala and maybe mill being supported in netbeans. Some Scala support through already existing LSP infra and maybe implementation of Build Server Protocol would be great. BSP might be good in many ways to expand Netbean's capabilities across other languages as things improve.
