Can't display TODO annoation style as configuration in Fonts & Colors

### What happened

When I configed the TODO annotations style in Fonts & Colors as the following pic:

and return to the source page, but the TODO annotation are not following the configuration.

Even I restart the IDE, it can not display as I expected.

Is it a bug? How can i fix it?

1. Config the TODO annotation style in Tools- Options - Fonts & Colors, press OK.
2. Open the source code with the TODO comments

Reproduce the issue from Tools > Options > Fonts & Colors in Apache NetBeans 24 using the TODO annotation steps described. Trace how the configured style is applied when opening source code, including after restarting the IDE. Done means TODO annotations display with the selected style consistently.
