Netbeans Plateform not changed

### What happened

Netbeans 23, if I change the platform in Project Properties the change is not chown next time. The platform.properties is correctly modified.

Reproduce the issue in a NetBeans Platform Application through Project Properties by changing the platform, then restart or reopen the project and verify the selected platform. Inspect how the platform.properties value is read back when the project is reopened; done means the changed platform remains selected on the next open.
