Research direction

Reproduce this with an Apache NetBeans 23 Gradle Web Application using TomEE 9 and Jakarta EE 9.1 Web. Start at the project Properties > Run server selection and trace why the Server combo box is empty; done means TomEE 9 can be selected and used for the configured project.
