Description

### Apache NetBeans version

Apache NetBeans 19

### What happened

Popup of minimized floating windows stays on screen when the floating window is dropped into itself.

### How to reproduce

1. Use a Netbeans Platform application or just the Netbeans IDE.
2. Minimize the output window.
3. Move the mouse cursor over the minimized output window until the output window appears.
4. Start dragging the output window popup to another location.
5. Drag the output window popup to a window until an orange/red frame is displayed. Do not drop the output window!
6. Move the output window popup back to the output window area that has appeared in step 3.
7. Drop the output window popup into the output window area.

Research direction

Reproduce the issue in Apache NetBeans 19 on Ubuntu with JDK 17, following the seven-step output-window drag sequence. Start by tracing the floating-window popup and drag/drop handling; done means dropping the popup back into its own output-window area no longer leaves the popup visible.
