Research direction

No source file or test is named. Reproduce the failure on Windows 10 with NetBeans 19 release candidate, proxy settings enabled, Tomcat 9.0.71, and the stated JDKs; use the error in the attached capture to identify the affected server-launch path. Done means Tomcat launches successfully while the proxy remains enabled.
