I am using netbeans 18 and for server purpose i want to use tomcat but while adding server in my IDE tomcat is not visible

### How to reproduce

Step 1: Download Apache Netbeans 18 from - https://netbeans.apache.org/download/nb18/
Step 2 : Go to Tools, Select Servers,Click on Add Servers
Step 3: You may or you may not find tomcat server

Reproduce the problem in Apache NetBeans 18 on Windows 11 with JDK 20 using Tools > Servers > Add Servers, and confirm whether Tomcat is absent. Trace the server-provider discovery flow for the Add Servers dialog; the issue is done when a supported Tomcat installation is consistently offered there, with a regression test if the relevant test location is identified.
