### What happened

When my netbeans is placed in a folder containing Chinese, I will report an error when I open netbeans, as follows
I developed a program of my own using the netbeans platform, and the same error will be reported when the generated startup file is opened.
This seriously affects the normal use of the software, I hope this problem can be solved in the new version。
