Export select folder not work

### What happened

before I start sorry for my english.
I am using netbeans 18 standalone on windows
There is a bug with exporting the configuration. When I select a destination folder, the file is never created in that folder.
After searching I can't find any trace of the configuration export file.

choose "tools->options->export" select "all" choose a folder and validate

Reproduce the problem in Apache NetBeans 18 on Windows through Tools > Options > Export, selecting All and a destination folder. Trace the configuration export flow from that entry point; done means an export file is created in the selected folder and can be located afterward.
