Bind npm scripts to project actions

### Description

Instead of using the npm scripts menu when right-clicking a project, it would be useful to be able to bind project actions such as Build, Clean, and Run to npm scripts, to not require the use of a task runner such as Gulp.

Trying to work on a project that doesn't use a task runner.
