Description

### Apache NetBeans version

Apache NetBeans 17

### What happened

I have downloaded and installed WinAVR, Mingw and cygwin64 and all of them have the development tools installed. I can install these in NetBeans 12 using the add tool on the C/C+ tab. when I try to do this using Netbeans 16 or 17 it does not find the compiler and shows a red "unknown". Again it works in NetBeans 12 bu not version 16 or 17. thanks Richard

Research direction

Start in the NetBeans C/C++ tab's Add Tool flow and reproduce compiler detection on Windows with WinAVR, MinGW, or cygwin64. Compare the behavior between NetBeans 12.6 and 17; done means an installed compiler is detected instead of shown as unknown.
