Can not add a c compiler to NetBeans 16 or 17 but it works in version 12. GCC or avr compiler

### What happened
I have downloaded and installed WinAVR, Mingw and cygwin64 and all of them have the development tools installed. I can install these in NetBeans 12 using the add tool on the C/C+ tab. when I try to do this using Netbeans 16 or 17 it does not find the compiler and shows a red "unknown". Again it works in NetBeans 12 bu not version 16 or 17. thanks Richard
