Description
### Apache NetBeans version
Apache NetBeans 16
### What happened
Netbeans formmater seems to ignore settings in netbeans.format.settingsPath when netbeans.format.codeFormatter is set to Eclipse. Same file works with External Code Formatters plugin in Netbeans, in regular eclipse and with RedHat java lsp for VsCode.
### How to reproduce
Create a customized formatter settings file in Eclipse, set netbeans.format.codeFormatter to Eclipse and set netbeans.format.settingsPath to the created file path.

Research direction
Start by reproducing the issue in Apache NetBeans for VSCode with netbeans.format.codeFormatter set to Eclipse and netbeans.format.settingsPath pointing to a customized Eclipse formatter file. Trace the VSCode NetBeans formatter path and compare it with the External Code Formatters behavior. Done means the configured Eclipse formatter settings are applied.
