### What happened

Netbeans formmater seems to ignore settings in netbeans.format.settingsPath when netbeans.format.codeFormatter is set to Eclipse. Same file works with External Code Formatters plugin in Netbeans, in regular eclipse and with RedHat java lsp for VsCode.

### How to reproduce

Create a customized formatter settings file in Eclipse, set netbeans.format.codeFormatter to Eclipse and set netbeans.format.settingsPath to the created file path.
