Description
### Description
A Javadoc popup hint window has a fixed size and for cases of big javadoc descriptions, it requires to do a lot of scrolling.
### Use case/motivation
Would be nice to make it resizable like in eclipse.

Research direction
Start by reviewing linked pull request #5153 and the NetBeans Javadoc popup implementation. Confirm how the popup window is created and constrained, then verify that the hint window can be resized and that large Javadoc descriptions require less scrolling.
